Internet Explorer 8 setup & GPO

When you first install Internet Explorer 8 on a computer, each user that logs
into the PC has to go through the setup the first time they launch it. Is
there a way to make the setup configuration settings apply to all users via a
GPO?

Yes, check out, depending on your needs in computer or user conifguration
part possible:
Administrative templates, windows components, internet explorer, in the right
pane "Prevent performance of First run customize settings"
