gpmc on xp vs gpmc on 2003 - displays different info

I noticed over the last few days that when running GPMC on an XP sp2 system
to manage our GPOs i dont see all the security settings That i See when I
run GPMC on a 2003 SP1 system.

particularly the allow logon locally setting is available for editing if i
am running gpmc on a 2003 system, but is missing if i run gpmc on a xp
system. the setting appears in the reports on both systems but i dont have
access to modify it from the xp system.

As far as I know, I have the most recent version and patches on the mmc and
gpmc for both OSs. Basically i can see all my settings when i open gpmc from
one of my dcs but when i attempt to see/configure gpos via gpmc from my
workstation(xp) some settings are not available.

Is this a feature?

The problem seems to be with the version of ADM (administrative template)
files. These are the files which populate the user interface settings in the
Group Policy Object Editor (GPMC). From the sounds of it, you seem to have
outdated ADM files. You can download the updated version from
