I am logged in as the administrator on this machine but for some reason ai am
unalbe to make any changes to the security settings because they are all
locked. If anyone can give me any advice on why this is happening i would
really appreciate it.

Did you open Group policy or trying to open the local security settings?

Does it work in another gpo?

To me it sounds like you have changed some security settings somewhere which
haves this effect.

I am unable to edit some the Security Setting subfolders (Account Policies, Local Policies). The Security Settings folder icon, and the Account Policies and Local Policies folder icons have little padlocks attached to them.
