You can do this on a per box basis but I have not found a GPO setting as of yet.
change the following key
Click Start, click Run, type regedit, and then click OK.
Locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System
In the details pane, double-click the DontDisplayLockedUserId registry entry.
In the Value data box, type 1, 2, or 3, as appropriate for your situation. Then, click OK.
Note The following values can be set:
1 = Show the locked user display name and the user ID
2 = Show the locked user display name only
3 = Do not display the locked user information
Exit Registry Editor, and then restart the computer.
Keep in mind this will remove the display. This will not stop people from locking others accounts.

The main problem, I guess, is that those people are local admins on the
machines. Only local admins can kill other people's locked sessions.
Take away people's admin rights or teach them to look at the screen and
