I posted this question to the Outlook ng, but haven't gotten any hits.
Maybe I'll have better luck here...

I have created a text file containing some domains we'd like to ensure are
flagged as Safe Senders in Outlook 2007. I have ENABLED the setting
"Specify path to Safe Senders list" and entered the UNC path to point to a
common share with the text file OutlookSafeSenders.txt. I have also NOT
CONFIGURED the setting "Overwrite or Append Junk Mail Import List". If I'm
reading the policy descriptions correctly that should import the list from
the text file and append it to my existing list.

After refreshing my GPO I expected to see my current list of Safe Senders
with the new list added, but it's not working.

Can anyone offer some troubleshooting tips for me?

Have you seen this related conversation here:

Not having tried that specifically, I would try the following:
(1) Check rsop.msc and gpresult.exe to see whether the policy is applied
on the client
(2) Check the registry to see whether the settings get actually written
there
(3) If those things simply don't help, configure Safe Senders on a
client manually and check that client's registry where the manually
configured Safe Sender got stored.
